Reading and writing are two different things and require a CD reader and the other, CD writer. You can't write or record with the reader.
Have you tested reading with different CDs like a CD with music or just any other simple CD with just pictures.
When you insert the CD, can you hear it turning? Does the CD appear in Explorer?

Thankyou for your replying. The DVDs can read and write. But the VCDs only cannot read and write. When I insert the CD, I hear it turning . But after few seconds the player does not read the CDs. The CD does not appear in Explorer.

You probably need to reload the driver for it from the manufacturer's website
