My Dell Laptop stops at Windows Screen

Hello,
I have a Dell Laptop, which is only2mths old.
When I turn it on it goes through the Dell Logo Screen and says restoring your settings and goes into the Windows 7 Home Premium Screen and is unresponsive to any buttons unless you switch it off. I have tried taking the battery out. Please help!!

Try this 1
Let me know if you are able to boot into safe mode.
When you switch ON your laptop, start tapping the "F8" key to get "Windows Advanced Options"( if boot menu appears, press "Esc" key and keep tapping the F8 key)
Select "Safe Mode".
