Sounds like a hardware error if it can't format. Even if you could format it. the data may be lost in the future. I suggest you buy a new one.

Did you use a format tool like hp disk format tool? It's available for download on link below:
https://ccm.net/downloads/tools/4639-hp-usb-disk-storage-format-tool/
Plug your memory card into your computer and let it detect it then format the drive after detection.
See if you can open the memory card after that. Let me know if the problem is solved or not.
