Hi,
Before any help, you should know that people who give help on this forum are volunteers and they try to fix your issue without expecting anything from you, absolutely nothing except respect and gratitude.
Now, regarding your issue, let's try this:
For a desktop:
Remove all the device connected to the CPU
Try to remove your power cord and hold the On button for like 30 seconds to 1 minute and then connect it back and turn on to see if the problem persists.
For a laptop:
Remove the USB cable.
Unplug the power cord --> Remove the battery --> Hold the power button for 60
seconds --> Connect the power supply then try to switch ON the laptop and later
put the battery back into the laptop.
