Black window with cursor on startup

Hello,
wen i turn on my comp it goes threw everything then says starting
windows then it goes to a black screen with my cursor i can move???
unplugging everything doesnt help and i press ctrl+alt+delete but nothing happens??
the only thing recent ive done is a registry clean by a company uniblue
its called registry cleaner or something... plz help its my desktop!!!

Hello,
Try this 1.
1) When you switch ON your computer, start tapping the "F8" key to get
"Windows Advanced Options"( if boot menu appears, press "Esc" key and keep
tapping the F8 key)
2) Select "Safe Mode"
3) Now try to restore your PC using "System Restore".
Click on the below hyperlink "System Restore" and follow the instructions

Thank you by the way but yes i tried starting in safe mode but again it starts and is a black screen with a cursor and no buttons work and starting safe mode with needed drivers mode didnt work either :(
