Hello, Hello, I try to type that command on cmd but it says access is denied occur?
is it block by something or need some permission to access that port?

Hello,
if you are not an admin on the comp then the admin may have edited the accessibilty priveledges of your system to not include non power users for terminals and servers,etc look under accessibility option or under local policies in administrative tools and read through it, there's something in there about accessing these types of .exe's
