Restore Dell Inspiron to factory settings Closed

Hello,  
I have a dell inspiron running windows 7, I would like to do a factory restore  and press f8 on start up as the manual suggests, repair computer comes up but there is no option to factory restore it just continues to load windows. Any suggestions please 


Configuration: iPad / Safari 6533.18.5
