It looks like explorer.exe doesn't work. Try re-installing the os or replacing the file via a different computer. (With that computers hard drive.)

Go to safemode
Open command prompt as administrator and run this command
Echo y | reg delete HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableTaskMgr
Press Y and enter after this
Reboot to normal mode,you should be able to launch task manager
Go to file-New task and type
explorer
Your desktop should be back.Now scan your PC with malwarebytes
Open command prompt as administrator and run this command
