option 1:
Go to
Tools >> Options >> Privacy
Once there you will clearly see the list of blocked contacts, click on the ones you want back and then click on Allow.
option 2:
this is for windows live messenger 2011
Go here

Click on Messenger->Contacts
Now click on Manage>>Restore deleted contacts.
Go to
Tools >> Options >> Privacy

no that i isnt the case.
the blocked contact was also deleted so this does not work.
i had tried it earlier.
