Laptop won't start - Please help!!

Hello,
My fathers laptop (levono) won't start up, all he gets is a cursor in the top left hand corner. I've tried F12 and chosen all of the 3 options there, I've also taken the battery out and used just mains. The computer runs Vista and IE.

Please help

Do you have your OS CD\DVD with you ? Also let me know your operating system.
