Try this:
Format your flash drive with "HP USB Disk Storage Format Tool".
Click on the below link and download it.

Try this
plug in your USB
https://www.cgsecurity.org/wiki/TestDisk_Download
Extract and run testdisk.exe
Select [Create] to create new log>>>
Select the USB drive using the arrow key>>> press ENTER
Select Intel /PC partition>>>press ENTER
Advanced>>>press ENTER
Now press B key and then L key
which should list YOU the files
c-lower case letter
C-upper case
do not get confused
Now press c to copy a specific file or C to select all files
browse the location to save using arrow keys.
Start copying using C key
After copying the files,format your USB using hp usb tool
plug in your USB
