Open a new workbook and populate form

Hello,

I have a "data" sheet with customer information that is updated automatically all day. When a new line of data is downloaded to my "data" sheet I would like to have a new workbook open up and copy the data from the first new row into the new book and name the workbook the value of one of the cells, (say a3) and automatically save and close the new workbook.
