Laptop startup

Hello, i have a dell inspiron 1545 64 bit laptop, when i press the startup button of the laptop its starts up the dell logo comes up after that the curser blinks and blinks and blinks it does not go ahead and also my laptop bios battery does not exist.... tell me a better path for solving this problem....
