open program Closed

Question

Hello, 
I will open a program on the computer, then i will close it. When I go to reopen it pops a box up that says already open. I looked on task manager it does not show the program. Please Help


Configuration: Windows 7 / Internet Explorer 9.0

Is that Mozilla Firefox? After you close one application wait 5-10 seconds. Then open the next application. Then it will not happen again.

What kind of program,does it work in safemode?

when did this issue start?
