This is a common problem after windows re-installation, especially if you installed another copy of Windows, which did not come directly with your laptop.
Make sure you go to your laptop's producer website and from there look up your laptop model and all the drivers that need to be downloaded. The driver for the Fn key should be named something of the sort of "Controller".
