Unable to open files (programs)

Hello, a few weeks ago this screen popped up whenevr i tried to open any programs in my computer....everytime i try to open any file i get this screen that says "what program do you wish to use to open this file"......and also somehow it says that adobe flash player is not installed...so when i try to watch videos on websites it wont let me it says "you need to download adobe flash player" and since i cant download any file or anything i havent been able to do anything in my lap top.....so if you could please help me

In the command line, Enter: assoc .exe=exefile (a space between assoc and .exe)
This command can be used to repair more file types.

assoc.exe=exefile will not work most of the times if PC is infected by malware
Download exehelper and malwarebytes from a clean PC to infected PC

Boot the PC into safemode with networking
Double-click on exeHelper.com to run the fix.
A black window should pop up, press any key to close once the fix is completed.
Now Install malwarebytes,update and run a FULL SCAN
Download exehelper and malwarebytes from a clean PC to infected PC
