My CPU is not running

Hello,

My CPU was having 2 problems, even was running. Now it is not running.
1. A message was shown on screen "Chessis Instruded Press F1 for default or Del for setup."
2. Whenever unplugged power supply after shut down of pc. It would take more than 10 minute to start up after pressing power button of CPU and some times not.
Status of my CPU
1. M/b led is on. 2. Processor is not heating up. 3. PSU : I have checked PSU by connecting green wire with black wire of 20 pin connector where fan is running except with one black wire.
Please suggest me or email me.

Which i get from your question...its basically the problem related to motherboard....check and recover your motherboard.
