in the task bar, near the time display, you can see the volume option
In that, there would be an option known as Mixer
As according to what you've described, I guess you might've disabled accidentally the system sounds bar, and so only those system sounds are not working,
increase that bar and everything would be back to normal
All the above data is said in accordance to the Windows vista / 7 Operating system.
