Hard to tell from info given if its monitor or PC problem
ReCheck cable connections and fuse in monitor plug

Recheck monitor bright controls have not been altered.
Ensure monitor switch is on

If you have installed a graphics card -
power off
disconnect monitor lead from back of tower and connect to on board graphics card instead (could be graphics card failure)
(you will know if you have two graphics by seeing two vdu connectors)
(note: some Pc's have the other VDU connector concealed under a cap !!)

try a friends monitor

You should get Beep sounds for RAM problems.
Only real way of checking RAM is to pull them out and swap them around or try just the one in each slot combination.
