Did you try the hardware diagnostics. I think it's F11. But if you never see the Dell Logo then you can't do the diagnostics.
You can try the hard boot process:
1. remove battery
2. remove power cord
3. press power button for 30 seconds
4. restore battery and power cord.
5. try to boot again.
If this fails then you probably need a new motherboard. But,motherboards cost more than a new computer!
