HELP! Laptop stuck on "welcome"

Hello,

I am attempting to start my hp laptop. I type my password and it is stuck on the welcome screen for ever. I have turned off the computer, taken the battery out. Attempted to start it in Safe mode. NOTHING
Can anyone help?
