PC wont boot only when restarting

Hello,

I have a problem with my PC.
When i try to restart it it shuts down fine but on booting it just shows black screen with nothing on it.
But when I press the power button(twice,first time for shuting down failed booting and second time to start it) it starts normally.
It wont boot only when I try to restart it.

try formating windows
