Hi prad63,
As you have mentioned in your post, you can use a software CD/DVD using the Optical Drive. However, any data disc (CD/DVD on which you have saved files, pictures etc.) is not read by the Optical Drive.
Follow these steps and check if the issue is fixed:
1. If the problem is happening with only one particular CD/DVD use a different one.
2. There is a fix from Microsoft, try running it:
https://support.microsoft.com/en-us/help/2970908/how-to-use-microsoft-easy-fix-solutions
3. Download and update the Latest Optical Drive Firmware and BIOS from the support site. Check the below links to download:
Optical Drive Firmware - http://www.dell.com/support/drivers/us/en/19/Product/inspiron-14r
BIOS -
http://www.dell.com/support/drivers/us/en/19/DriverDetails/Product/inspiron-14r?driverId=FXVYN&osCode=BIOSA&fileId=2731102886
Select the appropriate Optical Drive firmware from the first link provided in step 3. If you have difficulty finding the firmware for the Optical Drive, do reply with the Device Instance ID of the Optical Drive. To get the Device instance ID of the Optical Drive, right click the Computer icon on the Desktop, select Manage, select Device Manager under Computer Management from the left pane, then expand DVD/CD-ROM Drives from right pane. Right click the Device listed under DVD/CD-ROM Drives, click properties, go to the Details tab, and then select Device Instance Id from the dropdown list. Make a note of this Device Instance ID.
