My laptop won't start

Hello
My Dell Inspiron M5030 won't start correctly, I was installing a laptop skin (Android Skins) which has worked on it before, to complete the installation, I choose to restart the laptop but it just won't start, it opens but wont go on to the next stage then starts again over and over. How can I fix this problem, please help

Try these tasks in SafeMode:

Scan your computer with an antivirus
Apply De-fragmentation on your system
Delete all temporary files
Run disc clean up
Fix registry errors

If you are a non technical user then i would suggest to fix this problem by using Intel software partner Reginout.
