Hi Junior831,
For noise and freezing issues try these steps and see if the issue is fixed:
1. Clean the air vents of the fans using a compressed air can or a blower.
2. Update the BIOS. (Note: Plug your computer to a good, working UPS before you update the BIOS. If you experience a loss of AC power or a significant voltage sag/spike during the BIOS flash, you will either have to buy a new BIOS chip or buy a new motherboard.)
3. If the noise is not reduced, run the diagnostics provided by the laptop manufacturer.
4. If the diagnostics fails replace the fans.
5. If the diagnostics passes and still the noise is abnormal it indicates a mechanical failure with the fan. Do replace the fan in this condition as well.
Please revert for clarification.

Hi Junior831,
A little clarification would help here as from your post it is not clear where you are getting this message. I would request you to send a screen shot (preferably a picture taken) of this error screen, or a relevant image. Also, in your reply please include the exact system model number of your Toshiba Laptop.
Please do write back to us.
