My hotmail has been blocked for 2 YEARS. Please help?

My hotmail has been blocked for 2 years because people from my friends list have been receiving spam emails. I want to unblock it, but I can't because they require me to complete a questionnaire, and on that questionnaire they ask me questions regarding recent activity on my email, but I don't remember anything, because it was 2 years ago. Please help.

Hello,

If you have not used your Hotmail for two years, it is not blocked, it has been closed and deleted.
