Can't open any programs

Hello, I am unable to open any programs using Windows XP. I understand there is a fix available from www.dougknox.com, but how do I download it if I can't open Internet Explorer?

Try to Boot in safe mode with networking and open IE

You could boot it in Safe Mode as below:
Click "Start" to open "Run" => Type in "CMD" in the bank => Type in "chkdsk /r" and press "Enter"=> Enter "Y" as it asks "Would you like to schedule this volume to be checked..." and click "Enter"=> Close the Command Prompt Window => Restart your computer.
