the size is 1.17kb and and tried to size it 15mb & down loaded picture resizeing program but no luck,what program do you suggest?

1.17kb is much smaller than 15mb.
Normally if you use your Windows photo editor, and do save as, you can change the format to jpeg which is the smallest by doing "save as".
