Hi gas33,
This can be a software failure such as video drivers causing the problem or a hardware failure related to Video Card or Hard Drive. To determine if this is a Hardware Failure or a software problem, please run Dell 32-bit Diagnostics. If the Dell 32-bit Diagnostics comes up with any errors please post the same here so that I can suggest you the fix. If there is no error found in diagnostics this might be a software failure and I will try to find a fix for the same. You can find steps on how to run the diagnostics from the below mentioned link:

Also, in your reply please include the Exact System Model Number of your Dell Inspiron Laptop.
