Toshiba laptop problem

Hi I have a Toshiba laptop and a week ago I turned it on after using it the night before , I noticed that on the inside top of screen looks like a small crack with ink leak was not there when I turned it off night before. working ok but now when im done and log off it wont turn off
not by logging off or by the power button just a blank screen but still running , so I take out the battery wait a moment put it back in then I can turn it on again.
any ideas please

YOU AMY BE A BIT MORE INFORMATION WOULD BE HELPFUL. you said it does not boot up but it starts like does the windows not boot up? does it loads all the way into windows or does it not get there?
