What software can help me to lower the usage of my CPU?

Good day Mam/sir,

I have a question. What software can help me to lower the usage of my CPU? because when I opening the high quality games while opening my other icon in the desktop, I observe that the CPU usage is getting higher up to 100%. As my CPU usage reach the 100%, the opened game is turning to "Not responding." I have a 8 Gigabytes RAM, My processor is Intel Celeron. Please help me in my problem. Sorry but it looks like the games you want to run need more CPU power than the Celeron CPU can deliver. The only trick might be to lower the screen refresh rate. If your games give you that level of control.
