Try this 1
It all depends on the package that your Network provider provides you.
Some network providers provide a good speed limiting the usage upto "N"GB.
After completing your "N"GB they will drop-down the speed.
Contact your Network Provide to get more details of Rs 199/- plan.
But you can try "TCP Optimizer". Click on the below link and download it.
