Keyboard problem

Hello,
Hey everyone, I seem to have the same problem of not being able to use my keyboard arrow keys to scroll up and down on web pages. However I also tried my arrow keys and they work on different applications, but don't work here. Any help would be GREATLY appreciated. I tried using F7, but I guess since I have Mac I believe is different or isn't? Im using Either Safari or Chrome.
