Can't start laptop

My toshiba laptop, when started the windows screen appears, then it goes to a black screen with only the mouse pointer visible, it will not go beyond this. Can anyone please help me

Ok, I can see the desktop now, but does anyone know why my laptop takes about 20mins to start up?
