My laptop needs a windows installation disc to fix and open norm

my computer turns on then comes to the page for startup normal or safe mode and the other two . then I enter normal it goes like its gonna come on then turns itself right back off then back on . Iy yells me to enter the window intsallaltion disc and restart my computer . are they anyway to get that disc burnt on to a cd from the computer im using at this moment ,to use the disc on my other computer which is a HP Pavilion Entertainment PCdv600??help please..?
