Faulty Dell 8200 laptop

I have laptop Dell 8200 and every I turn it on it says no hard and gives me instructions for reboot. After several attempts of rebooting my laptop and it still the same as repeating itself asking me to reboot again.

Can someone assist and advise me how to solve this problem?

I would really appreciate your help.
