if you install it and don't want to open just uninstall it and then reinstall it.
Chrome is on Windows in 2 places:
C:\Program Files (x86)\Google
and
C:\Users\YourAccount\AppData\Local\Google
If you install it again and don't want to open it go to the above folders and see what it could be wrong.
