Trouble with getting monitor to power on.

i have a desktop that a friend pieced together for me a few years ago, i really dont know much about it except it was built with stuff he had outgrown. it worked very well and then i moved.i had the computer in storage for almost a year. today i plugged everything up and the monitor doesnt power on when i turn on the cpu. ive browsed old and similar threads and removed the CMOS battery for 30 minutes and then when that didnt work, replaced it with a new CR2032 battery. ive even hooked up a new monitor and swapped both cables, no dice.

CPU turns on.

FANS turn on.

Monitor has yellow/amber light. (when i unplug the monitor from the CPU, a red/green/blue screensaver moves around on the screen)

i would really appreciate any help or suggestions. all the games ive downloaded from steam are on that PC.

UPDATE:
i did the CMOS reset doing the jumper.

took out the memory, and cleaned them.

took out the graphics card and cleaned it.

still no luck. im hoping one of you can help me.

The next step would be to take it to a repair shop. But, you might be better off spending the money on a new tablet.
