My motherboard does not boot!!

my motherboard not booting even if i remove all parts of my pc like: Ram, Hdd, graphic card, mouse.... and i tried to see if the cpu is heating and its not. and i have replaced the capasitors. THE GREEN and RED LIGHTS are Stuck

What should i do?

Buy a new motherboard/computer.
