Laptop not booting

When I turn on laptop I get error message that "Windows failed to start. A recent hardware or software change might be the cause"

I choose "Launch startup repair (recommended)" it goes to a blue screen but does nothing. I have also tried hitting f8 to get advance startup option and chose "configure to last good setting" but it just loops back to original screen described above.

Is theRe anything else I can do?

BTW my laptop is a HP Pavilion dm4. Also to clarify, when I say it goes to a blue screen. It is not the DOS screen but a the desktop screen but has nothing on it just blank.
