Check and make sure that the RAM is properly installed and working fine. Start laptop using only one RAM and and do the same with other to see if either works.
If that didn't help, try to remove the battery and then AC adapter. Now press and hold the power button for 30 seconds and then plug the AC Adapter back again. If that didn't help, start again your system by pressing the power button for 30 seconds, but this plug your AC adapter instead of battery.
If none of the above helps, you'll probably need to take your laptop to the nearest Toshiba repairing center.
