Toshiba laptop issu

hello,
I restart my laptop and after the process is done the screen of my laptop become blank with the power button at the lower right corner and if i click on it it usually appear shut down or restart. At the lower left corner there is narrator and magnifier button that look like a clock sign. that's all. I don't know how to fix this issue. can any please help?

Can you hold the Windows Key + U and turn off the narrator and magnifier?
