Those kinds of conflicts do happen with some antivirus.
You must turn off your avg before the download and reactivate after.
Ensure you get your ie from a reliable source such as Kioskea:
https://ccm.net/downloads/internet/5533-internet-explorer-11-for-windows-10/
If I were you, I would go with Firefox, much more friendly and efficient.
