I have internet connection, but I can not launch internet explorer or any other web browser sites. Did a system restore and it did not help. Any help?

sorry I don't know how to boot my pc in safe mode with networking. I am not to great with pc's.

I don't know what you operating system is nor do I know the make and model of your system nor do I know what you are using for a browser.(IE 6, 7, 8, 9...Firefox, etc)

However, in most cases, just as you start the machine, you immediately keep tapping the F8 key which will lead you to a black window with several options, one being safe mode with networking.  With your arrow key you select the correct one and press enter.

P.S. If you are using Chrome, flush it!

I started it in safe mode like you said but can not get internet explorer back. It's 
windows vista system. Can only get to internet threw firefox. Do not know if the defaults settings are messed up. But I really appreciate you taking the time to try and help me.

Thank You, I tried to reset internet explorer but that did not work either. The only thing that works is 
mozilla firefox. I thank you for taking the time to try and help.
