Unable to start black screen comes n the laptop restarts

My toshiba 3650 is unable to start . When i start my laptop the starting screen appears saying toshiba n then a black screen comes n the laptop restarts and this process continues till the end. There isnt any safe mode or anything .Help plzzz

Same here same laptop was a new hard drive required then all good again
