System restore Win 8.1

Running Win 8.1 64 bit w/touch support.

For some reason, System restore does not seem to be functioning. When I go to System Protection then to System properties it does not fill in the drives.

Not sure how to post a screenshot of what I am seeing.

Already tried rebooting, sfc /scannow and updating windows. All areas are grayed out. Anyone have any suggestions?
