Sorry but that would be a foolish venture.
Windows 8.1 upgrade is free for all Windows 8 users as Microsoft ironned all the bugs from Windows 8.
So do you really want a computer that does not work properly?

If it is still running slow, run troubleshoot from command line. The dialog box will ask a couple of quetions and look for startup programs. You then tell it to not run them at startup. That should speed things up!
Let us know if you need more direction for starting the troubleshooter (Go to Control Panel, and in search box type "troubleshoot". The top listing will be Find Problems).
Have FUN!

I don't see startup programs.. when I go to troubleshoot in control panel and click on find and fix problem, under programs I only see: run programs made for previous versions of windows which then ask me to choose the program that is giving trouble or needs troubleshooting
