Black screen and the windows is not opening

Hello,
I am having a problem with my DELL XPS-12 2in1 convertible laptop .when i turned on my laptop i was getting a black screen and the windows is not opening.Mine is windows 8.1 built-in. can anyone help me out as soon as possible.

You will need to use a bootable disk which I hope you made one when you first got your laptop. If not you will have to take it to someone that has a bootable disk.
