Hello,
After power break down, when i start my pc, which has Window XP. I found a blank black screen which showing only mouse arrow. Mouse arrow is moving around, but right or left click is not working. No Desktop and Icon. No Start menu. There is nothing occur when i click Alt plus control plus delete, No task manager appear. In safe mode situation remain same.
Please suggest.

Start the System Restore tool at a command prompt by pressing crtl+alt+del.
1. Restart your computer, and then press F8 during the initial startup then start your computer in Safe Mode with a command prompt.
2. Log on to your computer with an administrator account or with an account that has administrator credentials.
3. Type the following command at a command prompt, and then press ENTER:
%systemroot%\system32\restore\rstrui.exe
