why my keyboard always type " instead of typing @

You might have a mismatch between your OS and keyboard languages. I suggest you go to the keyboard icon in the "Control Panel" and see if you can update the keyboard language.

You might also want to upgrade to Windows 8.1 (it's free from Microsoft)
